Reloading Telnet Port Users
USERS: useful when adding new users to the telnet login system/BBS telnet mail forwarding.
ALL: Useful to reload the entire telnet port configuration without stopping the node.
Syntax: TELRECONFIG PORT [USERS/ALL]
